If your site runs on WordPress and needs real translated pages rather than a browser-style overlay, WPML covers the job, including WooCommerce and the big page builders. Budget for the CMS plan: the Blog plan is cheap because it leaves out page builders, string translation and store support. Leave auto-renewal on unless you are happy running an un-updated plugin.

Only the WooCommerce add-on is free on WordPress.org, and translating products with it still needs the CMS or Agency plan.
